PPCRV’s Mission and Vision statements are clear: We advocate for Marginalised Sectors of Society. And we walk the talk. In the past 23 electoral exercises we have participated in, it is common knowledge that persons with disabilities who cannot walk, read, write, hear, talk go to the Voters Assistance Desk manned by PPCRV volunteers who even carry the lame up flights of stairs to their voting precinct. While the service we happily render to PWDs is ingrained in our brand of volunteerism, our special relationship with PWDs is cemented even more this year. As a member of the Comelec Advisory Council (CAC), PPCRV has been specifically tasked with focusing on making the election process simpler, more convenient and most especially, more accessible to Persons with Disabilities (PWDs).
PPCRV: BACK IN THE CAC !

PPCRV is back in the Comelec Advisory Council (CAC). Tasked with ensuring the most accurate, secure, cost effective and streamlined election process and system for 2013, the CAC is under the leadership of Chairman Louis Napoleon Casambre. Our very own Chairman, Ambassador Henrietta Tambunting de Villa and her alternate in the CAC, former Commissioner Gregorio Larrazabal ( now a bona fide PPCRV volunteer), bring the wealth of PPCRV’s on-the-ground, sometimes hard-earned electoral experience to the CAC. Joining them in the Council are Professor Rommel P. Feria of the University of the Philippines, George C. Kintanar of the Chief Information Officers Forum Foundation; Betina G. Quimson of the Philippine Software Industry Association , Atty Rogelio V. Quevedo of the Philippine Electronics and Telecommunications Federation, Atty Luie Tito F. Guia of the Legal Network for Truthful Elections. The government is represented in the CAC by Undersecretary Fortunato T. Dela Pena of the Department of Science and Technology and Undersecretary Alberto T. Muyot of the Department of Education.
A key recommendation recently made by the CAC was to adopt the OMR (Optical Mark Reader/Recognition) technology. The OMR was recommended due to ease of use by election inspectors and most especially because it leaves a paper trail key for post-election auditing.

Last August, I was privileged to share lunch and exchange ideas with 2011 Ramon Magsaysay awardee, Koul Panha of Cambodia. Along with Chairperson, Ambassador Henrietta de Villa , PPCRV volunteers Atty. Gregorio Larrazabal and Raul M. Castillo, we exchanged notes and plumbed the depths of this multi-faceted man.

On June 14, 2010, in the Reception Hall of Malacanang Palace at 10:30 in the morning, PPCRV was awarded a citation by President Gloria Macapagal Arroyo for PPCRV’s invaluable contribution and efforts in enabling the Automated Election.

The Public Relations Society of the Philippines (PRSP) gave recognition to the Voters’ Education Program of the Pastoral Council for Responsible Voting (PPCRV) by awarding it with the coveted Anvil Award of Excellence for year 2010. The award was shared by PPCRV’S Public Relations Consultants, Gatchie and Partners Image and Advocacy Consultants . PPCRV’s public relations program was selected out of a wide field of almost 400 nominations in the year 2010.
