The history of PPCRV
February 1991
The Second Plenary Council of the Philippines strongly urged the lay faithful to participate in political activity via raising the level of voters' political judgment, enabling freedom of choice in elections and organizing people down to the precinct level. The enlightened electorate would serve as democratic instruments for electing political leaders committed to securing societal changes beneficial to the people.
May 1991
H.E. Jaime Cardinal Sin, Comelec Commissioner Haydee Yorac, Council of the Laity President Henrietta de Villa, Bishop Gabriel Reyes, Msgr Bayani Valenzuela and 30 parish lay leaders conceptualized PPCRV in Villa San Miguel as a response to the call of the Second Plenary Council of the Philippines.
October 1991
PPCRV is officially launched in St. Paul College (now University), Quezon City, with about a thousand lay people from the parishes of the Archdiocese of Manila. Other launches follow throughout the 6 districts of Manila. Launches in parishes throughout Manila follow.
November 1991
CBCP and its President, Archbishop Leonardo Legaspi, D.D. support PPCRV. Nationwide launches occur.
February 1992
Comelec accredited PPCRV as a citizens' arm for organizing coordinating councils (archdiocese / diocese, district, parish councils), to recruit trainers and volunteers, impart political education and information campaign.
May 1992
In its first electorate exercise, 346,688 PPCRV volunteers participated in poll watching ,voters' assistance, assisting Board of Election Inspectors, protecting election returns, monitoring election exercise and watching the canvassing of votes.

1998 CBCP issued another Pastoral Exhortation on Philippine Politics affirming the Scriptural bases of the Church's Political Involvement in election exercises.
May 1998
PPCRV sanitized the voters' registration list, conducted political education, recruited volunteers and covered 72% of all dioceses nationwide.

Republic Act 9369 is passed by Congress granting Comelec the authority to use the Automated Elections System

Republic Act 9525 is passed by Congress appropriating Php 11.3 B as supplemental budget for the AES.
In September 2009 the Supreme Court favors AES.

PPCRV is accredited as Comelec's Citizen arm for voters' education, poll watching and is awarded the 4th and 27th copies of the election returns. These represent pre and post transmission election returns in the country's first automated election.
May 2010
Synchronized National and Local Elections. First Automated Election System is implemented nationwide in the Philippines. Hundreds of thousands of PPCRV volunteers participate in voters' education, poll watching and covered 100% of dioceses nationwide. PPCRV operates its Command Center to host the Comelec Server and to monitor and communicate transmitted votes. PPCRV forges a partnership with the Kapisanan ng mga Brodkasters ng Pilipinas (KBP) to manually encode PPCRV's 4th copy of the election return (pre-transmission election return) as an audit of the votes transmitted by the Comelec server. PPCRV volunteers are involved in pre and post election activities throughout the automated election system timeline.
